Data governance is the framework of policies, processes, and roles that manage data as an asset across an organization. It ensures data is available to those who need it, maintains data quality, protects privacy, and enables data to be reused in a controlled, compliant way. That broad scope and ongoing management across the enterprise is what makes this definition the best fit. Deleting old data to save storage is a data retention activity, not governance. Metadata creation is important and part of governance, but governance itself covers much more than metadata. Legal ownership and licensing deal with rights, not the overarching governance framework.
